The Naval Air Systems Command (NAVAIR), Patuxent River, MD, intends to negotiate and award an Order under an existing Basic Ordering Agreement to General Atomics – Aeronautical Systems, Inc. (GA-ASI), Poway, CA, for the procurement of United States Marine Corps (USMC) unique supplies and services including: Engineering Logistics Support (ELS), MUX MALE capability development and procurement for the MQ-9 system over the course of two (2) years. The scope includes all continuing sustainment required activities to ensure all operational systems, operational system mission kits, payloads, mission systems, avionics, aircraft equipment, and support equipment are mission capable and ready for tasking. This includes, but is not limited to, program management support, site stand up, site surveys, redeployment support, Packing, Handling, Storage & Transportation (PHS&T), preservation, spares analyst, logistics support and services, engineering support and services, non-standard maintenance, engineering investigation and mishap investigation support, configuration change management support, production and sustainment Diminishing Manufacturing Supply and Material Shortage (DMSMS) support, airworthiness certification support, cybersecurity and network support, software modification and maintenance support, mission system / sensor payload modification integration solutions and support, Reliability & Maintainability (R&M) analysis, trade studies and data management. Award of this action is expected by 2nd QTR FY25. The Period of Performance will include a 12-month base period and one 12 month option. Place of Performance is expected to take place in Poway, California; Indo-Pacific Command Theater; Yuma, Arizona; Kaneohe Bay, Hawaii; Patuxent River, Maryland; Cherry , Point North Carolina; and Mechanicsburg, Pennsylvania. For this proposed contract action, the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 3204(a)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." GA-ASI is the designer, developer, manufacturer, and integrator of the MQ-9 unmanned aircraft, and therefore is the only contractor with the requisite knowledge, experience, and technical data that can meet the Government’s requirements on a timely basis and in a cost effective manner. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract modification based upon responses to this notice is solely within the discretion of the Government.
