The Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, intends to negotiate and award a delivery order on a sole source basis with Northrop Grumman Systems Corporation – Aerospace Systems (NGAS), San Diego, CA under the Basic Ordering Agreement (BOA) N00019-20-G-0005. The purpose of this effort is to procure all material and components required for ADS-B (Out) Retrofit Kits in order to maintain the operability of the MQ-4C Triton Unmanned Aerial System (UAS). This action is anticipated to award in FY 2024. This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” As the sole designer, developer, manufacturer, and integrator of the MQ-4C Triton UAS, NGSC is the only source that possesses the engineering data, technical skills, and requisite knowledge of the design, fabrication, performance, and operational characteristics of the MQ-4C UAS required to perform the necessary production efforts within the required timeframes and without substantial duplication of costs. No other source has the technical qualifications and necessary resources to perform the work described herein, nor will any other supplies or services satisfy the Government’s requirements.
