The Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, intends to contract on a sole source basis with Northrop Grumman Systems Corporation – Aerospace Systems (NGAS), San Diego, CA, under BOA N00019-20-G-0005 in support of the MQ-4C program. NGAS will provide the necessary Non-Recurring Engineering (NRE) in support of various Engineering Change Proposals (ECPs). The NRE tasks include, but is not limited to: Domestic Full Authority Digital Electronic/Engine Controller (FADEC) Hardware Release, Addition of Potting Compounds to Fill Port of Harnesses, Ultra-High Frequency (UHF) Diminishing Manufacturing Source (DMS) High Power Amplifier (HPA) – AM7526, International Maritime Satellite (INMARSAT) Antenna DMS Change, RV5 Valve Replacement, Nose Wheel Steering Actuator (NWSA) Trade Study Implementation, Wing Extension Bonded Nutplate Redesign, Voice Over Internet Protocol (VOIP) for Main Operating Base (MOB), Cisco 4451 Router DMS, Intellipower Un-interruptible Power Supply (UPS) Battery Conversion, Fuel Recirculation (RC) Pump Upgrade, Brake System Control Unit (BSCU) Dev 8 Software, High Band Chassis Installation Alignment Provisions, LN-251A Alignment Pin, and BAMS Airborne Recorder (BAR) Flash Storage Array (FSA) Management System. The NRE is in support of both MQ-4C Aircraft and Ground Segments. This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” As the sole designer, developer and manufacturer of the MQ-4C Triton UAS, NGAS is the only source with the requisite knowledge, experience, engineering expertise, and technical data required to meet the Government’s requirements within the program’s cost and schedule constraints.
