The Naval Air Systems Command (NAVAIR), Aerial Targets Program Office (PMA-208) Patuxent River, MD intends to enter into sole source negotiations and subsequently award a Cost-Plus-Fixed-Fee (CPFF) Delivery Order under Basic Ordering Agreement N00019-22-G-0004 with Kratos Unmanned Aerial Systems, Inc. (KUAS), Sacramento, CA. The anticipated Delivery Order is for Non-Recurring Engineering (NRE) efforts associated with the BQM-177A Subsonic Aerial Target (SSAT). The NRE efforts are expected to include, but not be limited to, Water Activated Shut Off Valve (WASOV) Design Update, Buna-N to Viton O-Ring Change, Parachute Cutter Reliability Upgrade, Fuel Filter Upgrade, Pressure Relief Valve Replacement, and Addition of Supplemental Fuel Drains. Contract award is anticipated for third quarter, Fiscal Year 2024 and the anticipated period of performance is 18-24 months. The BQM-177A is a subsonic, recoverable, aerial target system used in support of weapons system test and evaluation and Fleet training. This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 3204(a)(1), as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. KUAS is the sole designer, developer, and manufacturer of the BQM-177A SSAT to include unique mission kits, special tooling, software, and support equipment. KUAS is the only known contractor with the requisite knowledge, maintenance and repair experience, and noncommercial technical data and software rights to meet the Government’s requirements for the BQM-177A SSAT System. All responsible sources may submit a capability statement, which will be considered by the agency. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
