The Naval Air Systems Command (NAVAIR) intends to award a five (5) year, Indefinite Delivery, Indefinite Quantity (IDIQ) contract and orders issued thereunder to Micro Systems, Inc. (MSI), on a sole source basis for the procurement of Systems for Naval Target Control (SNTC) production, spares and repairs. In addition, this IDIQ will cover the procurement of logistics and engineering support efforts for SNTC system and its components. SNTC is a command and control system for Navy Program of Record aerial targets used to support fleet training and weapons systems test and evaluation. The contract will be structured to allow for the procurement of supplies, spare parts and optional repair services, to include, but not limited to those part numbers identified in Tables 1 and 2. This includes all materials, labor, supply chain management and technical support needed to complete the scope of work. Table 1: Production Part Numbers Estimated Ceiling Quantities SNTC Airborne Transponder PN: AY12600 375 SNTC Ground Radio Frequency Unit (GRFU) PN: AY12625 150 SNTC Airborne Relay (ABR) PN: AY12650 75 Table 2: Equipment Repair Induction Proposal Estimated Ceiling Quantities SNTC Airborne Transponder PN: AY12600 60 SNTC Ground Radio Frequency Unit (GRFU) PN: AY12625 25 SNTC Airborne Relay (ABR) PN: AY12650 10 SNTC Test Set PN: AY12675 10 SNTC Automated Test Equipment (ATE) PN: AY18330 10 The logistic and engineering technical support necessary to be performed under this IDIQ include, but is not limited to: 1) Perform and provide Engineering Investigations (EI) for fielded components; 2) Perform and provide Engineering Studies in support of SNTC activities; 3) Perform training in of SNTC activities; 4) Support preparation of Engineering Change Proposals (ECP) and their incorporation in support of fielded SNTC systems; 5) Provide software engineering and testing as required of SNTC components; 6) Provide programmatic, engineering, and logistics technical support for fielded activities; and 7) Provide necessary technical, financial and administrative data in support of contracted efforts. THIS IS NOT A REQUEST FOR PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S. 2304(C)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. MSI is the original designer, developer and manufacturer of the SNTC Blocks 1, 2 and 3 systems, as well as the sole integrator of their proprietary systems into Navy Targets. MSI is the only Contractor with the requisite knowledge, proprietary rights, experience and other technical expertise to meet the Government’s requirements specified herein. Currently, the Government does not possess data rights sufficient to support competitive acquisition of the requirement. This synopsis is published for information purposes. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This synopsis does not constitute a solicitation and shall not be construed as a commitment by the Government. The Government is under no obligation to award a contract as a result of this announcement. Responsible sources are encourages to submit a response to this synopsis in writing that contains information that may be used by the Government to determine whether or not to conduct a competitive procurement. A determination by the Government not to open this requirement to competition based upon response(s) to this notice is solely within the discretion of the Government. Responses must be received within 15 days of publication of this notice. Companies interested in subcontracting opportunities should contract MSI directly. The Government is not obligated to and will not pay for an information received from potential sources as a result of this synopsis.
