This Synopsis is for informational purposes only. The Naval Air Systems Command (NAVAIR) intends to issue a sole source Basic Ordering Agreement (BOA) to Vertex Modernization and Sustainment, LLC (Vertex), formerly known as the Raytheon Technical Services Company (RTSC or Raytheon), Indianapolis IN. Procurements under this BOA are to include, but not limited to the following: engineering studies and investigations; software development; logistic studies; contractor maintenance services; ground tests; training support/development; upgrades to support equipment and special tooling and test equipment of the AN/AWW-13 Data Link Pod (DLP) and other associated equipment for the United States Navy and Foreign Military Sales customers in support of PMA-201. Additionally, this BOA will cover the procurement of development, production, reliability, sustainment, and disposal of avionics, targeting and sensor systems for the following Aircraft Weapons Systems: (a) Advanced Targeting Forward Looking Infrared (ATFLIR), (b) SHAred Reconnaissance Pod (SHARP) and SHARP Tactical Cueing System, (c) AN/APG-65 and AN/APG-73 radars, (d) AN/APG-79 Active Electronically Scanned Array (AESA) radars, (e) suspension underwing units (SUU) SUU-62/SUU-63/SUU-78/SUU-79/SUU-80 pylons, and (f) launch adapter unit (LAU) -115/LAU-116 guided missile launchers for the United States Navy and Foreign Military Sales customers in support of PMA-265. The government anticipates a 5 year ordering period. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Vertex (formerly known as Raytheon) is the sole designer, developer, manufacturer and integrator of the AN/AWW-13 Advanced Data Link System and Aircraft Weapons Systems and is therefore is the only contractor with the requisite knowledge, experience, and technical data that can meet the Government’s requirements on a timely basis and in a cost effective manner.
