THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE. The Naval Air Systems Command intends to negotiate and award a sole source, Firm Fixed Price type modification to basic ordering agreement (BOA) N0001919F1162 with DRS Systems Inc. LLC Melbourne, FL to produce and deliver Distributed Aperture Infrared Countermeasures (DAIRCM) Joint Urgent Operation Need Statement (JUONS) Far Field Test Stations (FFTS) Fiber Optic Cable Assemblies (FOCA) (MFR Part Number: M18-10454-33) for production and repair of the AN/AAQ-45 DAIRCM JUONS sensors to support Department of Defense (DoD) requirements. These requirements will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." DRS Systems, Inc. is the sole designer, developer, and manufacturer of the equipment addressed in this synopsis and no other supplies or services will satisfy agency requirements. In addition, the Government does not own a technical data package (TDP) for the AN/AAQ-45 which is suitable for competition. Drawings and data are proprietary to DRS Systems, Inc.
