The Naval Air Systems Command intends to negotiate and award a cost-plus fixed-fee contract on a sole source basis to L3Harris, Clifton, New Jersey to integrate the Adaptive Radar Countermeasure (ARC) Bootloader software into Government-owned Domestic and Royal Australian Air Force (RAAF) Full Rate Production (FRP) 14-16 AN/ALQ-214A(V)4 Systems and Weapon Replaceable Assembly (WRA) 1-2 spares. This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C 3204 (a)(1) (formerly known as 10 U.S.C 2304 (c)(1)), as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements."
