JSF AECM ALE-70 Flight Test Risk Reduction Assets (FTRRA) The Naval Air Systems Command intends to negotiate and award a Firm Fixed Price contract on a sole source basis to BAE Systems, Nashua, New Hampshire. The contract action will procure eight (8) Flight Test Risk Reduction Assets (FTRRA) to support ALE-70 flight test. This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C 3204 (a)(1) (formerly known as 10 U.S.C 2304 (c)(1)), as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." This synopsis is for informational purposes only. There is no commitment by the Government to issue a solicitation, make an award, or be responsible for any funds expended by the interested parties before award of a contract for the effort described above. The Naval Air Systems Command Patuxent River (NAVAIRSYSCOM) intends to award a contract for the procurement of eight (8) Flight Test Risk Reduction Assets (FTRRA) in support of the ALE-70 countermeasure program. The proposed contract is anticipated to be a single base year. BAE Systems Information and Electronic Systems is the sole designer, developer, and producer of the ALE-70 countermeasure. As such, BAE is the only responsible source that possesses the technical data and requisite knowledge required to meet the Government’s need.” THIS IS NOT AN INVITATION FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented in FAR 6.302-1, only one responsible source and no other type of supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice.
