The Naval Air Systems Command (NAVAIR) intends to award a firm-fixed-price contract modification to The Boeing Company (Boeing), Saint Louis, MO, on an other than full and open basis. The efforts shall be procured pursuant to 10 U.S.C. 3204(a)(1) and FAR 6.302-1, “only one responsible source and no other type of supplies or services will satisfy agency requirements”. The contract actions will cover logistics updates to incorporate Engineering Change Proposal ECP-NI-F/A-18-1254-20 for the retrofit of 1553 Data Transfer Unit (DTU) into USN F/A-18-E/F Super Hornet and Canadian CF/A-18 aircraft. Boeing is the sole designer, developer, and manufacturer for the F/A-18 aircraft in its various configurations, and therefore is the only responsible source with the requisite knowledge, experience, and technical data that can meet the Government’s requirements without resulting in acceptable delays in fulfilling the Navy’s requirements. This notice of intent is not a request for competitive proposals. Interested persons may submit a capability statement identifying their interest and capability to respond to this requirement. The Government will consider any capability statements submitted by identified closing date of this announcement.
