The Naval A... PRE-SOLICITAITON NOTICE: THE NAVY INTENDS TO AWARD A SOLE SOURCE FIRM FIXED PRICE CONTRACT. THIS SYNOPSIS IS FOR INFORMATIONAL PURPOSES ONLY AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The Naval Air Systems Command (NAVAIR) PMA-265 (Program Office for F/A-18 & EA-18G Aircraft), has a requirement to procure: Quantity of 887 175 Amp Transformer Rectifier Units (TRUs) in Support of F/A-18 E/F and EA-18G aircraft Approximately 720 retrofit units for USN Approximately 23 Spares units for USN Approximately 82 retrofit units for Royal Australian Air Force ( RAAF) Foreign Military Sales (FMS) Approximately 62 retrofit units for Kuwait FMS Engineering and Technical Support NAVAIR intends to award a firm fixed price contract (base year and three options) on a sole source basis to Champion Aerospace LLC (CAGE 0AFL4) of Liberty, SC. Deliveries of the retrofit units will begin by 1 January 2024 and continue at a rate of 20 TRUs per month through 30 September 2027. Engineering Support will be ongoing from contract award through 30 September 2027. The procurement will be pursued on a sole source basis under the statutory authority 10 USC 3204(a)(1) (formerly known as 10 U.S.C. 2304(c)(1)) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Champion Aerospace LLC is the one firm who has been qualified by the United States Navy (USN) to provide 175 Amp TRUs for installation into F/A-18 E/F and EA-18G aircraft; as a result, Champion Aerospace is the only firm who can provide 175 Amp TRUs and the corresponding Engineering Support within the timeframes required by the USN.
