The Naval Air Systems Command (NAVAIR) intends to negotiate and award a sole source, Cost Plus Fixed-Fee (CPFF) order under Basic Ordering Agreement (BOA) N0001921G0006 with The Boeing Company (Boeing), St. Louis, MO, for the procurement of the EA-18G Growler Block 2 (GB2) Phase 2 Beowulf Subsystem to support United States Navy (USN) requirements. This procurement will be a base plus three options; the base will include the non-recurring efforts required to design, develop, test (including test assets), and integrate the Beowulf Subsystem on EA-18G Developmental and Operational Test aircraft. The options will include the procurement of ten (10) Low Rate Initial Production (LRIP) Beowulf Subsystem shipsets, both A-Kits and B-Kits, as well as B-Kit spares. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 3204(a)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements.” As the incumbent contractor for the EA-18G, only Boeing has the manufacturing knowledge, experience, and technical data required to fulfill this requirement within the time required. The Government does not intend to use the provisions of FAR Part 12 for this acquisition.
