The Naval Air Systems Command (NAVAIR), Patuxent River, MD, intends to negotiate and award an order under an existing Basic Ordering Agreement N0001921G0014 to General Atomics (GA), San Diego, CA, for implementation of Electromagnetic Aircraft Launch System (EMALS) Engineering Change Proposal (ECP)-I-EMALS-0060 (EMALS Maintenance Laptop) and ECP-I-EMALS-0059 (EMALS Catapult Status Dashboard (CSD)). The purpose of ECP-I-EMALS-0060 is to: a. Generate procedures to be used by the Ships Force to troubleshoot, update, and/or install the required software, firmware, or configuration files to a specific Line Replaceable Unit (LRU) for the EMALS Maintenance Laptop b. Baseline the Hardware configuration of the EMALS laptop to be able to host the EMALS Maintenance Laptop c. Baseline the EMALS Maintenance Laptop configuration into the EMALS logistics products d. Implement related Software and Firmware into Government Furnished Property (GFP) The purpose of ECP-I-EMALS-0059 is to: a. Baseline the Hardware configuration of the EMALS laptop to be able to host the CSD b. Baseline the CSD configuration into the EMALS System logistics products c. Implement related Software and Firmware into Government Furnished Property (GFP) The period of performance is anticipated to be a base period of 12 months with three (3), 12-month options for Catapult Status Dashboard yearly support for a total contract period of performance of four (4) years. For this proposed contract action, the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 3204(a)(1) and FAR 6.302-1(a)(2)(ii), "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." As the sole designer, developer and manufacturer of EMALS, GA is the only source with the requisite knowledge, experience, and technical expertise to provide the required supplies and services in the time required to meet schedule. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. There are no commitments by the Government to issue any solicitations, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the efforts mentioned above. Information provided herein in no way binds the Government to solicit for or award a contract. A determination by the Government not to compete the proposed contract modification based upon responses to this notice is solely within the discretion of the Government.
