The Naval Air Systems Command (NAVAIR) intends to negotiate and award a Firm-Fixed Price order under existing Basic Ordering Agreement (BOA) N0001921G0014 to General Atomics, San Diego, CA, for repair parts, such as test benches and tools, and technical publications to perform repairs on the Electromagnetic Aircraft Launch System (EMALS) of the Ford Class of Carriers. The delivery date anticipated is 01 August 2025, inclusive of options. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 3204(a)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. As the sole designer, developer and manufacturer of the EMALS system, GA is the only source with the requisite knowledge, experience, and technical expertise to provide the required supplies and services. Award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed order based upon responses to this notice is solely within the discretion of the Government. No phone inquiries will be entertained. There is no commitment by the Government to issue a solicitation, make an award, or be responsible for any money expended by interested parties before award of a contract for efforts described above.
