The Naval Air Systems Command (NAVAIR) intends to award a Firm-Fixed Price order to General Atomics, San Diego, CA, under an existing Basic Ordering Agreement, N00019-21-G-0014, for update to the Programmable Logic Card update. This effort will address a capacity and obsolescence issue on the BLOCK SWITCH CONTROLLER (BSC) on the EMALS systems of the Ford Class of Carriers. The work is planned to begin in FY24 and will span several years to develop, test and field the capacity solution. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented Federal Acquisition Regulation (FAR) 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements”. General Atomics, the designer and developer of the EMALS and AAG systems, is the only source possessing the requisite system knowledge, engineering expertise, and technical data that can meet the Government's requirements on a timely basis and in a cost effective manner. Subcontracting opportunities should be sought directly from GA Small Business Liaison Officer Mark Medina, at Mark.Medina@ga.com. There is no commitment by the Government to issue a solicitation, make an award, or be responsible for any money expended by interested parties before award of a contract for the effort described above.
