PURPOSE: This sources sought is being issued by the Naval Air Systems Command (NAVAIR). The Navy Tactical Airlift Program Office (PMA-207) is seeking potential business sources with the resources, capabilities, and experience necessary for providing multiple aircraft modification projects as defined below for the United States Navy and Marine Corps as listed in the attached aircraft chart. Project #1 is the UC-12W 17,500 lb. Maximum Take-Off Weight (MTOW) unrestricted capability for the Marine Corps UC-12W (commercial King Air B350/360CER) aircraft. This effort will require performing the associated Non-Recurring Engineering (NRE) Federal Aviation Administration (FAA) certification effort necessary to authorize Unrestricted Commuter Category 17,500 lbs. MTOW, procuring or manufacturing Commuter and Special Mission (SM) Dual Aft Strake Kits, and installation of these kits into nine (9) aircraft. Textron Aviation Inc., the Original Equipment Manufacturer (OEM) for the UC-12W aircraft and associated special mission accoutrements, owns the OEM technical data necessary to provide the modification kits, installation instructions, and achieve certification, along with a new flight manual supplement, Instructions for Continued Airworthiness, and other certification related provisions. Project #2 is the UC-12F/M (commercial King Air B200) aircraft Controller Pilot Data Link Communications (CPDLC) upgrade for the Navy UC-12F/M aircraft only. This effort will require performing the associated NRE for the FAA certification procuring or manufacturing of kits from the Proline 21 Cockpit OEM (Collins Aerospace) and installation of these kits into 12 aircraft. Project #3 is the UC-12W aircraft Controller Pilot Data Link Communications (CPDLC) upgrade for the Marine Corps UC-12W aircraft. This effort will require performing the associated NRE for FAA certification, procuring or manufacturing kits from the Proline 21 Cockpit OEM (Collins Aerospace), and installation of these kits into seven (7) aircraft. Project #4 is the UC-12W+ aircraft Controller Pilot Data Link Communications (CPDLC) upgrade for the Marine Corps UC-12W+ aircraft. This effort will require performing the associated NRE for FAA certification, procuring or manufacturing of kits from the Proline Fusion cockpit OEM (Collins Aerospace), and installation of these kits into two (2) aircraft. Project #5 is the UC-12F aircraft Increased Gross Weight Kit upgrade (Kit # 101-4412-0001) for the Navy UC-12F aircraft based in Japan. This effort will require procuring or manufacturing of the kits and installation of these kits in accordance with Textron drawing # 101-4412 into six (6) aircraft. Project #6 is for the UC-12W Proline 21 cockpit being replaced by the newest generation Proline Fusion cockpit that are in the same configuration as the last two delivered UC-12W aircraft (FM-71 and FM-91) to the Marine Corps. The Proline Fusion cockpit has unique configurations for the Marine Corps C-12W+ aircraft with the AAR-47 threat indicator panel, the ALE-47 manual switches, and an aural tone system for engine temperature and torque exceedances along with Proline Fusion optional equipment like the WX-1000 Storm Scope system and the Full Flight Data Acquisition, Storage and Transmission (FAST) engine reporting system. This effort will require performing the associated NRE for FAA certification, procuring or manufacturing of kits of the Proline Fusion cockpit OEM (Collins Aerospace) and installing into seven (7) aircraft. Project #7 is for the UC-12F/M Interior and Exterior Light Replacement with Light Emitting Diodes (LED) upgrade for the Navy UC-12F/M aircraft only. This effort will require performing the associated NRE for FAA certification, procuring or manufacturing of LEDs, and installation of these LEDs into 12 aircraft. This sources sought is being used as a market research tool pursuant to Federal Acquisition Regulations (FAR) Part 10 to determine potential sources and their technical capabilities. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code currently assigned to this procurement is 336411. All interested contractors must be registered in the System for Award Management (SAM) Government website at www.sam.gov to be eligible for award of Government contracts. Only interested firms who believe they are capable of providing the capabilities noted above and can meet these requirements are invited to respond to this notice. The Government will not reimburse participants for any expenses associated with their participation in this sources sought. REQUIREMENT: Project #1 consists of the NRE for the Unrestricted Commuter Category 17,500 lbs. MTOW certification, kit procurement or manufacturing, and kit installations for the Marine Corps UC-12W aircraft. The Contractor shall demonstrate that it possesses or has authorized access to the necessary technical data, or has a viable plan to obtain, generate, or otherwise secure authorized access to the necessary technical data, and that it will be maintained throughout the duration of the effort being sought. The Contractor shall be responsible for the analysis, any required testing, and all certification activities for the Marine Corps UC-12W aircraft for Unrestricted Commuter Category 17,500 lbs. MTOW. The Contractor shall secure proper Federal Aviation Administration (FAA) sponsorship and determine the approval required, along with artifacts (e.g., Aircraft Flight Manual (AFM) supplement, maintenance instructions, training materials, etc.) necessary to demonstrate compliance with all applicable airworthiness requirements. The Contractor shall procure or manufacture the required aircraft OEM kits: (1) 17,500 Unrestricted Commuter Kit, (2) Special Mission Dual Aft Strake Kit, and (3) 17,500 lbs. Unrestricted Commuter Install Kit. The Contractor shall procure or manufacture nine (9) kit-sets, one (1) for each aircraft. The Contractor shall install the kits in each of the nine (9) Marine Corps UC-12W aircraft located at: two (2) in Futenma, Okinawa, two (2) in Iwakuni, Japan, two (2) in New River, NC, two (2) in Belle Chasse, LA, and one (1) in Camp Pendleton, CA. Anticipated award in FY24 with the Period of Performance (PoP) ending in FY25 with all nine aircraft accomplished. This schedule is subject to change. The Contractor shall secure proper Federal Aviation Administration (FAA) sponsorship and determine the approval required, along with artifacts (e.g., Aircraft Flight Manual (AFM) supplement, maintenance instructions, training materials, etc.) necessary to demonstrate compliance with all applicable airworthiness requirements. The Contractor shall procure the required aircraft LED kits. The Contractor shall procure or manufacture 12 kits, one (1) for each aircraft. The Contractor shall install the kits in each of the 12 Navy UC-12F/M aircraft located at: three (3) in Atsugi, Japan two (2) in Kadena, Japan, one (1) in Misawa, Japan, three (3) in Bahrain, and three (3) in GITMO Bay, Cuba. Anticipated award date is unknown, however it is expected that this project will take approximately two years to complete. SUBMISSION: Responsible sources may submit a capability statement to be considered by the agency. The capability statement must include a detailed approach for achieving FAA certification for each of these seven projects. Additionally, the capability statement must include a detailed approach describing the respondents’ ability to access all technical data required to accomplish each project.
