The Naval Air Systems Command (NAVAIR) intends to award a Cost Plus Fixed Fee (CPFF) Delivery Order under Basic Ordering Agreement (BOA) N00019-22-G-0007 to CornerTurn, LLC, Corona, California, for the procurement of Environmentally Insensitive Active Declutter (EIAD) Development in support of United States Navy (USN) programs for the H-60 Helicopter. The procurement will include the non-recurring engineering to evaluate and document the effectiveness of the current EIAD algorithm. The projected period of performance is 30 August 2023 through 29 August 2025 and to take place in Corona, Calinfornia. Note: This notice of intent is not a request for competitive proposals. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) 6.302. The Government does not intend to fund the development or qualification of other sources for fulfilling this requirement, as the development and implementation of Environmentally Insensitive Active Declutter (EIAD) Development requires a substantial initial investment or an extended period of preparation for qualification. However, the Government will consider all proposals received within thirty days after the publication of this synopsis. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
