The Naval Air Systems Command (NAVAIR) intends to award a contract modification for a base plus one option to The Boeing Company (Boeing), Seattle, WA on an other than full and open basis. These efforts shall be procured pursuant to 10 U.S.C. 302(a)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." The contract actions will cover P-8A Engineering Change Proposal (ECP) 6 retrofit ancillary work activities to include repairs necessary to complete previously awarded installations of ECP 6 retrofit capabilities. Ancillary work activities are planned to occur between FY24 and FY25. Boeing is the sole designer, developer, and manufacturer of the P-8A airframe, as well as the sole integrator of the avionics systems, and therefore is the only responsible source with the requisite knowledge, experience, and technical data that can meet the Government's requirements without resulting in unacceptable delays in fulfilling the Navy’s requirement to procure ECP 6 ancillary work. This notice of intent is not a request for competitive proposals. Interested persons may submit a capability statement identifying their interest and capability to respond to this requirement. The Government will consider any capability statements submitted by identified closing date of this announcement.
