The Naval Air Systems Command (NAVAIR) intends to negotiate and award a sole-source firm fixed price delivery order under Basic Ordering Agreement N00019-21-G-0012 with Bell Textron Inc. (BTI) for Swashplate Improvement Retrofit Kits and associated spare parts. Approximately 178 units of the Swashplate Improvement Retrofit Kits and associated Spares will be acquired. This delivery order will have a base plus options (dependent on manufacturing capacity) to procure the aforementioned supplies. This requirement is being pursued on a sole source basis in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 3204 (a)(1), as implemented by FAR Part 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” BTI is the sole designer, developer and systems integrator of the H-1 series Helicopter. As such, BTI is the only known responsible source with the knowledge, in-depth experience, technical data, tooling and test equipment required performing this effort within the required schedule. The Government does not currently own the technical data, nor possess the requisite license rights necessary to compete the swashplate retrofit kit procurement. The estimated timeframe to qualify another source and develop the technical data for the requirements herein is eight (8) years based on historical UH-1Y/AH-1Z Upgrades data and, as such, an award to another source would result in an unacceptable delay in providing the supplies. The swashplate Improvement kits is a top readiness degrader and speed to fleet distribution is essential. Companies interested in subcontracting opportunities should contact BTI directly.
