Naval Air Systems Command, V-22 Joint Program Office, PMA-275 intends to negotiate and issue a Delivery Order under Basic Ordering Agreement (BOA) N0001922G0002 to Bell Boeing Joint Project Office on a sole-source basis for the installation of MV-22 Engineering Change Proposals (ECP) in Okinawa, Japan. The installation of these ECPs were previously synopsized, negotiated and awarded under separate Bell Boeing Joint Project Office BOA Delivery Orders. This Delivery Order will cover the outside the contiguous United States (OCONUS) rates, travel, and overtime required to complete this effort. This is estimated to be a two (2) year Delivery Order with a base year and one (1) option year. The planned award date is November of 2024. This action is being awarded on a sole source basis to Bell Boeing Joint Project Office in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 3204(a)(1), as implemented by FAR Part 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Bell Boeing is the sole designer, developer, and producer of the V-22 Tiltrotor aircraft and is the only known source that possesses the requisite knowledge, expertise, and the totality of engineering and technical data required to perform these efforts. Bell Boeing Joint Project Office is currently on contract to perform these ECP installations. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, any capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
