The Naval Air Systems Command (NAVAIR) on behalf of Airborne Strategic Command, Control, and Communications Program Office (PMA-271), intends to negotiate and award a sole source, Cost- Plus-Fixed-Fee (CPFF) contract modification to N00019-22-C-0045 to Rockwell Collins Incorporated, a part of Collins Aerospace (Collins), 400 Collins Road Northeast, Cedar Rapids, Iowa to: a) expand risk reduction non-recurring engineering (NRE) efforts to further address size, weight, and power-cooling (SWaP-C) of the airborne very low frequency (VLF) design considerations for the integration of the VLF Transmit system onto a C-130J-30 and, b) design and deliver VLF Transmit laboratory qualification kits in support of PMA-271 Take Charge And Move Out (TACAMO) Recapitalization (E-XX) program capability requirements. The NRE effort will include: power distribution system trade study detailing differences between legacy and future aircraft power requirements, product support data, and reliability centered maintenance (RCM). This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 3204(a)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements". Collins is the sole designer, developer, and manufacturer of the high power VLF systems and as such, is the only firm that can provide these supplies and services within the required timeframe. The Government does not intend to use the provisions of FAR Part 12 for this acquisition.
