The Naval Air Systems Command (NAVAIR) intends to issue a Cost-Plus Fixed Fee Delivery Order against the Boeing Company Basic Ordering Agreement, P.O. Box 516, St. Louis, MO 63166, on an other than full and open basis for the for the procurement of services and supplies in support of Next Generation (NG) 737 flight deck configuration. The Non-Recurring Engineering (NRE) design will include the upgrades to the Flight Management Computers (FMCs) and Display Electronic Units (DEUs) to decrease memory and processing utilization for each unit to 50% or less, engineering and logistics support, procurement of validation and verification kits and installations, ground and flight testing, procurement of production and spare kits with aircraft installations based on an approved design. The authority permitting other than full and open competition is provided in 10 U.S.C.3204 (a)(1), only one responsible source and no other type of supplies or services will satisfy agency requirements. A Sources Sought Notice was issued on 31 January 2024 and closed on 15 February 2024. Based on the results of the notice, no set-aside was determined. The NAVAIR Office of Small Business Programs concurs with the set-aside determination. This notice of intent is not a request for competitive proposal. However, the Government will consider all proposals received within (30) days after the publication date of this synopsis. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.
