Naval Air Systems Command (NAVAIR) Patuxent River, MD, intends to issue a delivery order to Undersea Sensor Systems Inc., 7625 Omnitech Place Suite 1, Victor NY 14564-9816, on an existing Basic Ordering Agreement (BOA) N00019-19-G-0009, on an other than full and open basis for the procurement of Bandit Box Upgrades to hardware and firmware to include fielding additional capabilities and for the correction of deficiencies. Bandit Boxes are sonobuoy simulator test sets used for testing aircraft acoustic system performance and troubleshooting. The anticipated period of performance for this action is one year. The authority permitting other than full and open competition is provided in 10 U.S.C. 3204 (a)(1), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. A request for sources sought was issued under the original BOA award on 24 January 2018 and closed on 08 February 2018. Based on the results of that notice, no set-aside was determined. This notice of intent is not a request for competitive proposals. However, the Government will consider all capability statements received within thirty (30) days after the publication date of this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
