The F-35 Joint Program Office (JPO) intends to award a Delivery Order (DO) under Basic Ordering Agreement (BOA) N0001919G0008 for the following need: The Follow-on Modernization Group (FoM) is a joint Lockheed Martin (LM)/Joint Program Office (JPO) working level forum in which the contractor and Government review technology refresh alignments and future technology options in support of future modernization planning. This posting is regarding future Lockheed Martin (LM) activities to support Preliminary Design Review (PDR) work for F-35 Engine Core Upgrade (ECU) integration into the F-35 Air System. Key areas of focus: specification requirements analysis and inputs, interface requirements and analysis, engine thrust stability and control evaluation to understand air vehicle level impacts, evaluate changes in characteristics or models for Up and Away (U&A) or Power Lifted (PL) mode operations, initiate Engineering & Manufacturing Development (EMD) Phase planning effort coordination for ground and flight test needs, and production and field implementation changes and assessment of ECU related changes that could affect air vehicle level signature. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1: Only one responsible source and no other supplies or services will satisfy agency requirements. The Government intends to award this effort to Lockheed Martin Aeronautics Company, Fort Worth, TX. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the Government. This notice of intent is not a request for competitive proposals; however, any capability statements, proposals, or quotations received within thirty (30) days after the date of publication of this synopsis will be considered by the Government. Lockheed Martin is the sole designer, developer, manufacturer and integrator of the F-35 aircraft and related equipment. Lockheed Martin alone has the experience, special skills, proprietary technical documentation, software/algorithms, and technical expertise required to furnish the supplies and services within the required timeframe. Accordingly, Lockheed Martin is the only known qualified and responsible source able to fulfill the requirements specified herein. Subcontracting opportunities may be available and may be sought with Lockheed Martin through the primary point of contact (Jeff McCarthy: 817-777-7758). This notice is not a commitment by the Government to issue a solicitation, make an award (or awards), or be responsible for any cost incurred by interested parties prior to award of a contract for the effort described above.
