Synopsis: The Naval Air Systems Command (NAVAIR) K/C-130T Program Office (PMA-207) intends to negotiate and award a sole source contract in FY24Q2 with the Defence Equipment Sales Authority (DESA), to provide one (1) Part Number 3368600-3 (Top Kit Center Wing Replacement) and one (1) Part Number 3368600-11 (Top Kit Wing Box Structure). Delivery is required no later than October 2025. A sources sought for this requirement was posted on 31 July 2023 and closed on 15 August 2023. The Government intends to negotiate and award a sole source acquisition under the authority of 10 U.S.C. 3204 (a)(1) and FAR 6.302-1, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” The DESA is the only known source who can meet the October 2025 delivery date for both of the aforementioned CWB Top Kits. Therefore, the Government has determined that the DESA is the only source capable of meeting the K/C-130T requirement for CWB Top Kits for C-130J BUNO 170000/S/N 5483 as described above in this synopsis. The Navy Tactical Air Lift (PMA-207) Program Office is looking to procure one (1) Part Number 3368600-3 (Top Kit Center Wing Replacement) and one (1) Part Number 3368600-11 (Top Kit Wing Box Structure). These top kits help make up an Extended Service Life Center Wing Box (CWB) for C-130J BUNO 170000/S/N 5483, hereafter referred to as Bert. Delivery is required no later than October 2025. This sources sought is being used as a market research tool pursuant to Federal Acquisition Regulations (FAR) Part 10 to determine potential sources and their technical capabilities. The result of this market research will contribute to determining the method of procurement. BACKGROUND Bert was originally procured as a Royal Air Force (RAF) C-130J that was modified through a series of Government generated IDIs to create Bert’s current configuration; however, the aircraft was not delivered to NAVAIR with an Extended Service Life CWB. As a result, Bert’s CWB is nearing the end of its service life and requires replacement in order to continue flight operations. 3. INFORMATION REQUESTED AND SUBMISSION DETAILS (CAPABILITIES STATEMENT) NAVAIR is conducting market research to identify industry partners that can provide the kits identified in paragraph 1 above no later than October 2025. Potential contractors are requested to provide information on current products and services, relevant history, evidence of past performance, ability to support schedule and capability of supporting in full the products identified herein. Interested contractors shall submit a capabilities statement describing how they are able to meet the Government’s complete requirements for all efforts described in paragraph 1 above. The requested information is required to assist the Government in conducting market research to determine potential business sources that have the assets, skills, experience, financial stability, qualifications, and knowledge required to support the above request.
