The Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, intends to contract with Northrop Grumman Corporation (NGC), San Diego, CA, on a sole source basis for an effort to install the Royal Australian Air Force (RAAF) Main Operating Base (MOB) 1, RAAF MOB 2, complete the software load for RAAF MOB 1 and RAAF MOB 2, and perform Post Installation Site Acceptance Testing. This will result in a modification to an existing delivery order under the Basic Ordering Agreement (BOA) N00019-20-G-0005. This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” As the sole designer, developer, manufacturer, and integrator of the MQ-4C Triton UAS, NGSC is the only source that possesses the engineering data, technical skills, and requisite knowledge of the design, fabrication, performance, and operational characteristics of the MQ-4C UAS required to perform the necessary production efforts within the required timeframes and without substantial duplication of costs. No other source has the technical qualifications and necessary resources to perform the work described herein, nor will any other supplies or services satisfy the Government’s requirements.
