The Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, intends to negotiate and award a cost plus fixed fee type contract on a sole source basis with Northrop Grumman Systems Corporation – Aerospace Systems (NGAS), San Diego, CA under BOA Number N00019-20-G-0005. The purpose of this effort is for the Contractor to perform mandatory retrofit efforts for ADS-B (Out) & the conversion from Generation 4 ARC-210 Radios to Generation 6. The scope of work is anticipated to include Non-Recurring Engineering to update the aircraft and ground segment drawings, procure hardware/wiring kits, establish a rotable pool for the ARC-210 drawers, and obtain the necessary Technical Data Packages and Logistics Source Data. This action is anticipated to awarded In in FY 2023. This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” As the sole designer, developer, manufacturer, and integrator of the MQ-4C Triton UAS, NGSC is the only source that possesses the engineering data, technical skills, and requisite knowledge of the design, fabrication, performance, and operational characteristics of the MQ-4C UAS required to perform the necessary production efforts within the required timeframes and without substantial duplication of costs. No other source has the technical qualifications and necessary resources to perform the work described herein, nor will any other supplies or services satisfy the Government’s requirements.
