The Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, intends to negotiate and award a fixed price type contract on a sole source basis with Northrop Grumman Systems Corporation – Aerospace Systems (NGAS), San Diego, CA under ontract Number N00019-19-C-0008. It is anticipated that this contract action will establish Physical Configuration Audits (PCAs) and Delta PCAs in accordance with the Physical Configuration Audit Plan to procure the supplies and support necessary to manufacture and deliver the MQ-4C Unmanned production support. The PCAs are anticipated to include, but are not limited to: the procurement of material, production labor and all associated effort; engineering drawings/models; and associated technical, administrative, and financial data. This action is anticipated to awarded in FY 2023. This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” As the sole designer, developer, manufacturer, and integrator of the MQ-4C Triton UAS, NGSC is the only source that possesses the engineering data, technical skills, and requisite knowledge of the design, fabrication, performance, and operational characteristics of the MQ-4C UAS required to perform the necessary production efforts within the required timeframes and without substantial duplication of costs. No other source has the technical qualifications and necessary resources to perform the work described herein, nor will any other supplies or services satisfy the Government’s requirements.
