The Naval Air Systems Command (NAVAIR) intends to award a sole source modification to Northrop Grumman Defense Systems doing business as Alliant Techsystems LLC, to add effort to an existing contract for in support of Advanced Anti-Radiation Guided Missile – Extended Range (AARGM-ER) Engineering and Manufacturing Development (EMD) to perform an additional static software scan of the AARGM-ER missile software in accordance with the Software Assurance Plan, PLN003870. The results of this scan will be compared to all other scans previously conducted and will be analyzed, ranked, and tabulated by severity.. The effort shall be procured pursuant to 10 U.S.C. 2304 (c)(1) and FAR 6.302-1, “Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements.” Northrop Grumman Defense Systems is the sole designer, developer, and manufacturer of the AARGM, and as such, is the only known source available with the requisite knowledge, experience, technical expertise, and technical data necessary to produce the requirements described herein, in order to satisfy the Government’s requirement. INFORMATION FOR INTERESTED PARTIES All responsible sources may submit a Capability Statement, which shall be considered by the Government. There are no commitments by the Government to issue any solicitations, make an award or awards, or to be responsible for any money expended by any interested parties before award of a contract for the efforts mentioned above. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract. This effort requires access to “Military Critical Technical Data” requiring a DD Form 2345, and the data associated with the Advanced Anti-Radiation Guided Missile (AARGM) is export controlled and is not available to foreign sources or representatives. Any interested party must have the knowledge, experience, technical expertise, and technical data necessary to accomplish this effort, which must be addressed in the Capability Statement. Only Capability Statements that address the aforementioned requirements and are received on or before this Notice's closing date will be considered by the Government. Estimated RFP release: 3rd Quarter FY22 Estimated Award: 4th Quarter FY22 Contract/Program Background Existing Contract Number –N00019-19-C-0050 Contract Type – Cost Type Incumbent – ALLIANT TECHSYSTEMS OPERATIONS LLC Was the work previously set-aside? No Required Capabilities The AARGM-ER EMD efforts will be performed at the contractor’s facilities and include the performing an additional static software scan of the AARGM-ER missile software in accordance with the Software Assurance Plan, PLN003870. The results of this scan will be compared to all other scans previously conducted and will be analyzed, ranked, and tabulated by severity. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. The Government does not have data rights to the missile guidance section and control section components and associated software. As the sole designer, developer and manufacturer of the AARGM-ER missiles, ALLIANT TECHSYSTEMS OPERATIONS LLCis the only source that currently possesses sufficient requisite knowledge, engineering expertise, tooling, and technical data required to perform these efforts. No other source has the technical qualification and necessary resources to perform the work described herein, nor will any other supplies or services satisfy the Government's requirements. The result of this Sources Sought will be utilized to determine if the required supplies or services exist in the marketplace and if any Small Business Set-Aside opportunities exist. All Small Business Set-Aside categories will be considered. Other interested parties may identify their interest and capability to respond to the requirement no later than 30 days after the posting of this sources sought.
