Naval Air Systems Command (NAVAIR) intends to award a sole source Firm-Fixed-Price (FFP) Delivery Order (DO) under Basic Ordering Agreement (BOA) N00019-20-G-0007 to Raytheon Missile Systems Company (RMS) to provide parts and labor to update and improve obsolescence and reliability of the AGM-88B/C High Speed Anti-Radiation Missile (HARM) STS-36C Seeker Electrical Assembly Test Set (SEATS) Support Test Equipment (STE). The SEATS STS-36C is a depot-level (D-Level) facility test set used to perform testing on the HARM guidance sections for the United States Navy (USN), United States Air Force (USAF), and Foreign Military Sales (FMS) customers. The STS-36C performs the necessary testing to verify that the seeker meets the requirements set forth in prescribed test procedures. The STS-36C performs four groups of testing: alignment tests, room temperature tests, cold temperature tests and hot temperature tests. The STS-36C is facing critical obsolescence issues that threaten continued HARM sustainability. The obsolete components include the Radio Frequency (RF) drawers and computer controller. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. As the sole designer, developer and manufacturer of the HARM missile, Raytheon is the only source that currently possesses sufficient requisite knowledge, engineering expertise, aircraft integration information, and technical data required to perform these efforts. No other source has the technical qualification and necessary resources to perform the work described herein, nor will any other supplies or services satisfy the Government's requirements. Subcontracting opportunities should be sought directly from Raytheon Missile Systems Company, 1151 E. Hermans Road, Tucson, AZ 85756-9367. IMPORTANT ADDITIONAL INFORMATION FOR INTERESTED PARTIES: There are no commitments by the Government to issue any solicitations, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the efforts mentioned above.
