This sources sought notice is being posted to satisfy the requirement of Defense Federal Acquisition Regulation Supplement (DFARS) 206.302-1(d). Naval Air Systems Command (NAVAIR), Patuxent River, MD, intends to negotiate and award a delivery order under Basic Ordering Agreement (BOA) N00019-19-G-0011 for Integrated Test Event 12 (ITE-12) Support to Lockheed Martin Corporation, Orlando, FL. In support of the Long-Range Anti-Ship Missile (LRASM). Lockheed Martin Corporation will furnish the necessary labor and equipment required to develop a new build of the missile operational flight program. The Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C.2303(c)(1) and FAR 6.302-1, “only one responsible Source and No other type of supplies or services will satisfy agency requirements.” Lockheed Martin is the sole designer, developer, manufacture, and integrator of the LRASM, and therefore is the only contractor with the requisite knowledge, experience and technical data that can meet the Governments requirements on a timely basis and in a cost effective manner. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Responsible, interested parties, however, may identify their interest by submitting a capabilities statement. The Government will consider all information received prior to the closing data of this notice. A determination by the Government not to compete the proposed delivery order based upon responses to this notice is solely within the discretion of the Government.
