THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE. The Naval Air Systems Command intends to negotiate and award a sole source order for supplies and services to support the Distributed Aperture Infrared Countermeasure (DAIRCM) Joint Urgent Operational Needs (JUONS) aircraft wiring modification for the MH-60S aircraft. Tasking under the order will include, but is not limited to, manufacturing of 24-gauge Quadrax wiring harnesses for the MH-60S DAIRCM system, installation, verification of system functionality, validation of procedures, program management support, the modification & procurement of additional Quadrax harnesses, and replacement of fiber optic cable assemblies (FOCA) cables. These requirements will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." DRS Systems, Inc. is the sole designer, developer, and manufacturer of the equipment addressed in this synopsis and no other supplies or services will satisfy agency requirements. In addition, the Government does not own a technical data package (TDP) for the AN/AAQ-45 which is suitable for competition. Drawings and data are proprietary to DRS Systems, Inc.
