The Naval Air Systems Command (NAVAIR) intends to negotiate and award a sole source firm fixed price type BOA order with DRS Systems, Inc. Melbourne, FL for the Deployable Flight Incident Recorder System (DFIRS) Mid-Life Upgrade (MUP), a.k.a. Voice and Aircraft Data Recorder (VADR) for the F/A-18E/F and EA-18G Type/Model/Series (T/M/S) aircraft to support United States Navy (USN), Royal Australian Air Force (RAAF) and Kuwait requirements. The BOA order is for the procurement of a Life of Type Buy for 530 (484 for USN, 40 for RAAF and 6 for Kuwait) DFIRS MUP Memory Modules to support the production of DFIRS MUP B-Kits. This effort is being awarded on a sole source basis to DRS Systems, Inc. in accordance with FAR 6.302-1 because DRS is the sole designer, developer, and manufacturer of the equipment addressed in this synopsis and no other supplies or services will satisfy agency requirements. In addition, the Government does not own a technical data package (TDP) for the DFIRS which is suitable for competition. Drawings and data are proprietary to DRS.
