The Naval Air Systems Command (NAVAIR), Patuxent River, MD, intends to negotiate and award a modification to delivery order N0001920F0639 under an existing Basic Ordering Agreement N00019-16-G-0006 to General Atomics (GA), San Diego, CA, for installation of Electromagnetic Aircraft Launch System (EMALS) Motor Controller (MC) PC-104 Hardware on CVN78 in support of ECP-I-EMALS-0015R3. The period of performance is anticipated to be approximately 30 days. For this proposed contract action, the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 3204(a)(1) and FAR 6.302-1(a)(2)(ii), "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." As the sole designer, developer and manufacturer of EMALS, GA is the only source with the requisite knowledge, experience, and technical expertise to provide the required supplies and services in the time required to meet schedule. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. There are no commitments by the Government to issue any solicitations, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the efforts mentioned above. Information provided herein in no way binds the Government to solicit for or award a contract. A determination by the Government not to compete the proposed contract modification based upon responses to this notice is solely within the discretion of the Government.
