The Naval Air Systems Command (NAVAIR) intends to award a Firm-Fixed Price order to General Atomics, San Diego, CA, under an existing Basic Ordering Agreement, N00019-21-G-0014, for updates to Firmware for Electromagnetic Aircraft Launch System (EMALS) in support of a safety issue on the BLOCK SWITCH CONTROLLER (BSC) on the EMALS systems of the Ford Class of Carriers. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. As the sole designer, developer and manufacturer of EMALS and AAG, GA is the only source with the requisite knowledge, experience, and technical expertise to provide the required supplies and services. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The authority permitting other than full and open competition is Title 10, U.S. Code 2304 (c)(1), as implemented by FAR 6.302-1, 'Only One Responsible Source', and no other supplies or services will satisfy agency requirements. There is no commitment by the Government to issue a solicitation, make an award, or be responsible for any money expended by interested parties before award of a contract for efforts described above.
