The Naval Air Systems Command (NAVAIR), Patuxent River, MD intends to negotiate and award a sole-source, Firm Fixed Price (FFP) delivery order under Basic Ordering Agreement (BOA) N00019-22-G-0011 with Collins Aerospace. The US Navy uses Rolls Royce manufactured T56-A-427A engines on the E-2D platform that utilizes a Fuel Pump and Metering Unit (FPMU) and a Propulsion Control and Monitoring Unit (PCMU). The US Navy is looking to develop a long term, cost effective repair line for the FPMU and PCMU used to meter fuel and control the T-56-427A engine. Collins Aerospace is the sole owner of the aftermarket rights for the T56-A-427A engine components from Rolls Royce, and therefore is the only contractor with the requisite knowledge, experience, and technical data that can meet the Government’s requirements on a timely basis and in a cost effective manner. The authority permitting other than full and open competition is Title 10, U.S. Code 2304 (c)(1), as implemented by FAR 6.302-1, 'Only One Responsible Source', and no other supplies or services will satisfy agency requirements.
