The Naval Air Systems Command (NAVAIR), Patuxent River, MD intends to issue a new Delivery Order under Bell Boeing Basic Ordering Agreement N00019-22-G-0002 for: The engineering, management, technical, acquisition and sustainment efforts for facilitation of the Software Support activities. These activities are required for the sustainment of previously delivered Block Fleet Releases, ongoing development of flight test and fleet releases and analysis leading to implementation of future Sustainment Block Fleet Releases for the V-22 avionics systems. This effort includes providing engineering, management, and technical sustainment efforts for the on-site V-22 laboratories required to plan, develop, release and sustain the V-22 avionics systems software. This action is being awarded on a sole source basis to the Bell Boeing Joint Program Office in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304(c)(1), as implemented by FAR Part 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Bell Boeing is the sole designer, developer, and producer of the V-22 Tiltrotor aircraft and is the only known source that possesses the requisite knowledge and expertise required to perform this effort. Also, Bell Boeing is the only source that possesses the totality of engineering and technical data required to perform these efforts.
