The Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, intends to contract on a sole source basis with Northrup Grumman Corporation (NGC), San Diego, CA, for activities required to support and retrofit MQ-4C Triton Unmanned Aircraft System (UAS) assets from Integrated Functional Capability (IFC) 3 configuration to IFC 4 configuration to program requirements. It is expected the PoP will commence in 2nd Qtr FY2023 and conclude 2rd Qtr. FY 2026. The Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 2304(C)(1) and FAR 6.302-1, “Only one Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements” for the proposed contract action. As the sole designer, developer, manufacturer, and integrator of the MQ-4C Triton UAS, NGC is the only contractor with the requisite technical knowledge, expertise, and technical data that can meet the Government’s needs within the program’s cost and schedule constraints.
