NAVAIR intends to enter into sole source negotiations and subsequently award a delivery order (DO) under Basic Ordering Agreement N00019-21-G-0014 to General Atomics (GA), San Diego, California (CA). The anticipated DO will be for an EMALS and AAG test program with F-35C aircraft to produce Aircraft Launch Bulletins (ALB) and Aircraft Recovery Bulletins (ARB) in support of aircraft integration aboard Ford-class aircraft carriers. The tasks to be performed for incorporation of the F-35 into baseline software for EMALS and AAG include modeling and simulation, control system settings development, software development and release, correction of deficiencies, test support, data analysis, meetings, schedules, and logistics update. As the sole designer, developer and manufacturer of the EMALS and AAG, GA is the only source with the requisite knowledge, experience, and technical expertise to provide the required supplies and services. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The authority permitting other than full and open competition is Title 10, U.S. Code 2304(c)(1), as implemented by FAR 6.302-1, 'Only One Responsible Source', and no other supplies or services will satisfy agency requirements. There is no commitment by the Government to issue a solicitation, make an award, or be responsible for any money expended by interested parties before award of a contract for efforts described above.
