The Naval Air Systems Command (NAVAIR) intends to award a Cost Plus Fixed Fee (CPFF) and Firm Fixed Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a five-year ordering period for the procurement of supplies and services in support of the H-60 Helicopter Program, which includes all legacy aircraft and Foreign Military Sales (FMS) variants. Specific performance requirements include sustainment support for MH-60R/S engineering and logistics services and MH-60R production line Government Furnished Equipment (GFE) repairs for both Domestic and Foreign Military Sales (FMS). Interested sources must have skilled personnel, manufacturing tooling, test equipment, and access to the proprietary data to perform in-depth programmatic, engineering, and logistics of sustainment and repair activities. Lockheed Martin Rotary and Mission Systems (LM RMS) of Owego, NY is the current MH-60 manufacturer, sole-developer and integrator. Further, LM RMS designed and developed the some of the GFE items for repair, including the Control-Monitor Panel (CMP), Digital Data Computer (FMC), Digital Data Computer (MC), Multifunction Display Unit (ASD), Second Source Display, Acoustic Processor, TIAcoustic Processor, ESM Antenna, ESM RIP and the Light Control Unit. Other GFE items part of the MH-60 common cockpit and mission avionics systems were procured by LM RMS but not designed and developed by LM RMS. Each order will have its own specific period of performance based on the requirement. The intended place of performance is the Contractor’s facility. Responsible sources may submit a capability statement, which will be considered by the agency. Any statement must clearly demonstrate the capability to respond to this requirement without detriment to the H-60 Helicopter Program and must include personnel/resources specifically qualified to provide the supplies/services described. The capability statement must include the company’s approach to accomplish this effort in support of the H-60 Helicopter Program. This notice is not a request for proposals and does not imply or promise that the Government intends to award a contract vehicle as a result of this notice or in response to any capability statements received. The Government will not reimburse any costs incurred to prepare responses to this notice.
