The Naval Air Systems Command (NAVAIR) intends to negotiate a cost plus fixed fee (CPFF)/firm fixed price (FFP) Indefinite Delivery/Indefinite Quantity contract with a five (5) year ordering period on a sole source basis with Cubic Defense Applications, Inc. (CDA) headquartered in San Diego, California. The anticipated start date is 12 January 2023 with performance location in San Diego, California and Huntsville, Alabama. This contract is for recurring and non-recurring engineering (NRE), logistics, repair of repairables, peculiar ground support equipment (PGSE), software updates and improvements, engineering change proposals, and interim spares to sustain the MH-60S Full Motion Video (FMV) KnightLink system required by the NAVAIR Multi-Mission Helicopter Program Office (PMA-299). This action is being awarded on a sole source basis to CDA under authority permitting other than full and open competition, Title 10, U.S.C. 3204 (a)(1), as implemented by FAR 6.302-1, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements,” because CDA is the sole designer, developer, and manufacturer of the KnightLink system. CDA developed the FMV KnightLink system and was awarded the contract for NRE development with follow-on production options, solicited under full and open competition under contract N00019-19-C-0025 in support of PMA-299. CDA is the only source with the requisite skilled personnel having the technical data, experience and knowledge of the design, fabrication, and production of the KnightLink system to perform these efforts in a timely and cost effective manner. Note: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. The Government does not intend to fund the development or qualification of other sources for fulfilling this requirement, as the work listed requires a substantial initial investment. However, any capability statements received by the close of the synopsis may be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Naval Air Systems Command (NAVAIR), MH-60 PMA-299 (AIR – 2.3.4.2), Patuxent River, MD intends to execute a Class Justification and Approval (CJ&A) for Other Than Full and Open Competition, in accordance with FAR 6.302-1(a)(2)(iii), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, with Cubic Defense Applications Inc. (Cubic). The purpose of the CJ&A is to authorize and approve the issuance of orders on a sole source basis under a new Indefinite Delivery Indefinite Quantity (IDIQ) to Cubic for the procurement of non-recurring (NRE), logistics, peculiar ground support equipment, software updates and hardware support to maintain, upgrade and support sustainment of the Full Motion Video (FMV) system known as Knightlink for the MH-60 Sierra Helicopter. Specific performance requirements include, but is not limited to, the following: Non-recurring engineering (NRE); Software updates and improvements; Interim Sparing; Repair of Repairables (RoR); Engineering Change Proposals; Integrated Logistic Support; Support Equipment Procurement in support of the KnightLink System. The KnightLink software includes operational software, vendor software, maintenance-related software, flight test software, and laboratory support software. The KnightLink hardware includes the RoR for the KnightLink Weapons Replaceable Assemblies (WRA), as well as the procurement of interim sparing and Peculiar Ground Support Equipment (PGSE) to support Fleet introduction until the Material Support Date (MSD) has been reached. The ordering period is anticipated to be for five (5) years with an anticipated start date of 29 December 2022. Each individual order will have its own specific period of performance based on the requirement. The place of performance is anticipated to be at one or more of the following locations: San Diego, California and Huntsville Alabama. Cubic is the sole designer, developer, and manufacturer of the KnightLink system and is the only source with the proprietary data, expertise, technical data, equipment and personnel required to provide in-depth programmatic, engineering and logistics technical support for the Knightlink System. No other firm possesses the required data and expertise on this equipment. Responsible sources may submit a capability statement, which will be considered by the agency. Any response must clearly demonstrate the capability to respond to this requirement without detriment to the KnightLink System program and must include personnel/resources specifically qualified to provide the supplies/services described. The capability statement must include your approach to accomplish this effort for the Knightlink System in support of the H-60 Helicopter Program. This notice is not a request for proposals and does not imply or promise that the Government intends to award a contract vehicle as a result of this notice or in response to any capability statements received.
