The Naval Air Systems Command (NAVAIR) intends to award a Cost Plus Fixed Fee (CPFF) Delivery Order under Basic Ordering Agreement (BOA) N00019-22-G-0007 to CornerTurn, LLC., Corona, California, for the procurement of Post Mission Playback (PMP) [previously known as Mission Playback System (MPS)] in support of various United States Navy (USN) and Foreign Military Sales (FMS) programs for the H-60 Helicopter. The procurement will include the non-recurring engineering to develop and implement specific features of the PMP for the MH-60R, which is currently utilized in the Joint Mission Planning System (JMPS) Windows 10 Operating System laptop. In addition, the non-recurring engineering will include the development of Operator System Interface (OSI) options to facilitate the solicitation, collection, and compilation of input from government identified personnel. The projected period of performance is 1 February 2022 through 31 January 2024 at the Contractor’s facility in Corona, California. This action is intended to be awarded on a sole source basis to CornerTurn, LLC under the authority permitting other than full and open competition, Title 10, U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” CornerTurn, LLC is the only known source with the requisite knowledge, experience, expertise to successfully perform this order in a timely and cost efficient manner. This order is for follow-on development work for highly specialized equipment, and CornerTurn is currently the only contractor that can immediately perform the level of support intended to be requested under this order without unacceptable schedule delays and duplication of costs to the Government which would not be recouped through competition. CornerTurn has been solely responsible for developing, testing, upgrading, troubleshooting, and modifying the operational Acoustic Processing software in the MH-60R aircraft for over ten (10) years. Further, CornerTurn is uniquely familiar with the format of the MH-60R acoustics data to be analyzed. Note: This notice of intent is not a request for competitive proposals. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. The Government does not intend to fund the development or qualification of other sources for fulfilling this requirement, as the development and implementation of PMP requires a substantial initial investment or an extended period of preparation for qualification. However, the Government will consider all proposals received within thirty days after the publication of this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally ne considered solely for the purpose of determining whether to conduct a competitive procurement.
