This Notice is related to the P-8A Poseidon Engine Depot Maintenance and Repair IDIQ MACs Sources Sought Notice posted on 15 March 2022. NAVAIR did not receive any capability statements from Small Businesses in response to the 15 March 2022 Sources Sought Notice. The purpose of this Notice is to announce NAVAIR’s initial determination of pursuing a full and open competition. Its additional purpose is to provide one more opportunity for interested parties, especially Small Businesses, that did not respond to the 15 March 2022 Sources Sought Notice to submit capability statements in response to this Presolicitation Notice. NAVAIR intends to make a final determination of either pursuing a full and open competition or pursuing a small business set-aside based on NAVAIR’s assessment of all capability statements received in response to the Sources Sought Notice and this Presolicitation Notice. INTRODUCTION The Naval Air Systems Command (NAVAIR), on behalf of PMA-290 (Maritime, Patrol, and Reconnaissance Aircraft), announces its intention to procure, on a competitive basis, depot level maintenance services for P-8A Poseidon aircraft CFM56-7B27 A/3 series and CFM56-7B27AE series engines. NAVAIR intends to award up to two FAR Part 12 Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Contracts (MACs) with five one-year ordering periods. Planned award date is during either fourth quarter of Government Fiscal Year (FY) 2024 or first quarter of Government FY 2025. The services are currently being performed by The Boeing Company (Boeing) of Seattle, Washington under IDIQ MAC N0001918D0113 and Standard Aero Inc. of San Antonio, TX under IDIQ MAC N0001918D0110. Each of the existing contracts includes firm fixed price (FFP) and time-and-materials (T&M) contract line item numbers (CLINs). The final ordering period of each contract ends after 15 October 2024. THIS NOTICE IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine potential and eligible large and small businesses, other than Boeing and Standard Aero, capable of providing the services described herein prior to determining the method of acquisition and issuance of a Request for Proposal. The information received will also be utilized by the Government in developing its acquisition/contracting strategy and Statement of Work/Performance Work Statement. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. ELIGIBILITY The PSC for this requirement is J028; the NAICS is 488190 with a small business size standard of $35.0 million. All interested businesses are encouraged to respond. Specifically, the Government is evaluating the possibility of establishing this requirement as a Small Business Set-Aside. PROGRAM BACKGROUND Two CFM56-7B27A/3 series engines power each P-8A Poseidon test aircraft and two CFM56-7B27AE series engines power each fleet aircraft. CFM is the Original Equipment Manufacturer (OEM) of these engines. Each Ready for Issue (RFI) engine includes not only a core engine (CFM56-7B27 A/3 series or CFM56-7B27AE series) but also an Engine Buildup Unit (EBU). Boeing is the OEM of the EBU. The first P-8A test aircraft was delivered to the Government in October 2009. P-8A aircraft, including the engines, continue to be produced for the U.S. and various foreign countries. As previously stated, P-8A aircraft engines are currently receiving depot level maintenance and repair via orders issued under the ongoing IDIQ MACs which were awarded in February 2018. ANTICIPATED PERIOD OF PERFORMANCE As previously stated, NAVAIR intends to award up to two IDIQ MACs in either fourth quarter Government FY 2024 or first quarter Government FY 2025. Each IDIQ MAC is planned to include five one-year ordering periods. ANTICIPATED CONTRACT TYPE Each IDIQ MAC is planned to be a FAR Part 12 Commercial Item contract which includes FFP and T&M CLINs. REQUIREMENTS It is anticipated that each IDIQ MAC will enable NAVAIR to procure on behalf of the United States, Australia, and other FMS countries, scheduled and unscheduled depot-level maintenance and repair of CFM56-7B27A/3 and CFM56-7B27AE engines, primarily at the contractor’s facilities, but also, in rare cases, either within or outside of the Continental United States at field activities’ main operating bases or at deployed locations. Except for a limited amount of P-8A unique Government Furnished Equipment, each contractor shall furnish all facilities, labor, services, equipment, tools, parts, materials, and consumables to fulfill requirements. Each contractor shall maintain an up-to-date technical library. Each contractor shall be a Title 14, Code of Federal Regulations (CFR) Part 145 certified repair station and a CFM-certified engine Maintenance, Repair, and Overhaul (MRO) provider. In addition to the requirements above, please note that under a Small Business Set-Aside, the small business prime must perform at least 50% of the work themselves in terms of cost of performance. Cost of performance includes direct labor costs, overhead that has only direct labor as its base, and the small business’ General & Administrative rate multiplied by the labor cost. The small business prime cannot utilize the cost performance of other small businesses it utilizes as subcontractors in calculating its performance to comply with FAR Clause 52.219-14. If the prime is a joint venture, the cost of performance by both small business concerns is utilized in calculating its performance to comply with FAR 52.219-14. SUBMITTAL INFORMATION It is requested that each interested party (respondent), other than incumbents Boeing and Standard Aero and each party that submitted a capability statement in response to the 15 March 2022 Sources Sought Notice, submit a Capability Statement package demonstrating the respondent’s ability to fulfill the above-described requirements based on responses to the below listed items: 1. Describe your company’s approach for scheduled and unscheduled aircraft engine depot level maintenance and repair. 2. The Navy’s current strategy is to award up to two IDIQ MACs for the engine repair requirements. This will result in the two awardees competing for work on an annual basis. a. Describe any impacts related to proposing to an IDIQ MAC. b. Is there a minimum number of annual inductions required to interest your company in this procurement and if so, what is the minimum number of annual inductions? 3. Provide evidence that your company is a Title 14, Code of Federal Regulations (CFR) Part 145 certified repair station. 4. Provide evidence that your company is a CFM-certified engine Maintenance, Repair, and Overhaul (MRO) provider. a. Include a description of your company’s approach to obtaining the most current Engine Shop Manuals. b. Include a description of your company’s approach to obtaining engineering reach back to CFM. 5. Describe your company’s commercial quality control and assurance processes. 6. Describe your company’s approach to managing Critical Safety Item/Critical Application Item requirements. 7. Describe the percentage of the CFM56-7B27A/3 and CFM56-7B27AE engine repair work your company performs in house and the percentage that is subcontracted/outsourced. 8. Describe the lead time your company requires for the first engine induction following contract award. 9. Describe your company’s engine induction process and average/typical turnaround times. 10. Describe your company's Over and Above (O&A) approach/process during various Repair, Restoration, and Overhaul scenarios. 11. The P-8A engines will not be utilizing parts from a commercial spare parts pool. Describe how your company will manage P-8A specific engine parts. 12. Describe your company's processes for segregating Government hardware/material to ensure it does not mix with other customer assets. 13. Describe your company’s processes for preventing counterfeit parts from being installed into Navy engines. 14. Describe your company’s process for managing life limited parts/long-lead life limited parts. 15. Does your company maintain insurance that covers military engines? 16. Describe your standard warranty(ies) (e.g., what is warranted and for how long). 17. Confirm your company’s ability to provide examples of an FAA approved repair substantiation data package and used part/component maintenance history/service records. 18. Describe your company’s ability to provide engine Field Assessment and Repair coverage (e.g., field assessment and repair at a field activity location or at a deployed location). 19. Describe your company’s maximum engine throughput per year and ability to meet potential surge requirements beyond the maximum throughput. 20. For reference: a. This effort requires vendors to have licenses in place with The Boeing Company for Boeing specific technical data prior to contract award. Boeing technical data may be required to maintain/repair the EBU or to incorporate Boeing service bulletins related to the EBU. b. This effort requires vendors to enter Engine Transaction Reports (ETR) into the Navy’s DECKPLATE database system. 21. If you are a small business, provide an explanation of your company’s ability to perform at least 50% of the tasking described in this SOW for the base period as well as the option periods. 22. Provide a statement including current small/large business status and company profile to include number of employees, annual revenue history, office locations, CAGE code, DUNS number, etc. 23. Respondents to this notice must also indicate whether they are a large business or qualify as a Small, Small Disadvantaged, Small Disadvantaged Veteran Owned Small Business, Women-Owned, 8(a), Hub Zone or Service Disabled Veteran-Owned Small Business Concern. 24. Please add other information your company believes is relevant to aid the Government in refining its acquisition strategy. Only Capability Statements received not later than the Response Date indicated in this Notice will be considered by the Government. Interested parties are advised against submitting a Capability Statement that merely mimics information in this Notice, provides brochure-like information, or provides general information. Each Capability Statement package shall be no more than 30 single-spaced, 8.5 x 11 inch pages using 12 point Times New Roman font minimum. The Government requests that respondents deliver Capability Statements electronically via e-mail in Microsoft Word or PDF format with proper data markings for unclassified and proprietary information. Classified material SHALL NOT be submitted. All submissions should include this Notice Reference Number, Company name, Company address, CAGE code, DUNS number, and point of contact information (name, position, phone number and email address). In order to complete its review, NAVAIR must be able to share a respondent’s Capability Statement both within the Government and with covered Government support contractors as defined in DFARS clause 252.227-7015 Technical Data--Commercial Items (FEB 2014). Any capability statements marked in a manner that will not permit such review may be returned without being assessed or considered. All submissions must include a statement which clearly allows for the information to be disclosed with covered Government support contractors. Information submitted in response to this notice is submitted at no cost to the Government and will not be returned. The Government is under no obligation to provide responses or comments to the information received from interested persons, but may request additional information following review. Note: If the interested person is a foreign concern or if a U.S interested person has a team member or partner who is a foreign entity, adherence to all the International Traffic and Arms regulations (ITAR) is required.
