The Naval Air Systems Command (NAVAIR) intends to negotiate and award a Firm Fixed Price sole-source delivery order under Basic Ordering Agreement (BOA) N00019-21-G-0012 with Bell Textron Inc. (BTI), Fort Worth, Texas 76118 for UH-1Y APR-39D(V)2 Retrofit A Kits, associated spare Cable Assemblies, Program Management and Operations Support. The order will procure (79) UH-1Y APR-39D(V)2 Retrofit A kits, (79) associated Wire Bundles, and (266) associated Cable Assembly Spares. This order may include options, depending on manufacturing capacity. This requirement is being pursued on a sole source basis in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 3204 (a)(1), as implemented by FAR Part 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” BTI is the sole designer, developer and systems integrator of the H-1 series Helicopter. As such, BTI is the only known responsible source with the knowledge, in-depth experience, technical data, tooling and test equipment required to perform this effort within the required schedule. The Government does not currently own the technical data, nor possess the requisite license rights necessary to compete the UH-1Y APR-39DV(2) procurement. The estimated timeframe to qualify another source and develop the technical data for the requirements herein is eight (8) years based on historical UH-1Y/AH-1Z Upgrades data and, as such, an award to another source would result in an unacceptable delay in providing the supplies.
