This modification incl... The Naval Air Systems Command (NAVAIR) intends to issue a modification to delivery order N00019620F0162 under Basic Ordering Agreement N0001916G0012, to Bell Textron Inc. (BTI). This modification includes non-recurring engineering (NRE) tasks in support of the H-1 aircraft Structural Improvement and Electrical Power Upgrades (SIEPU) Phase II Part 2 effort. The goal of SIEPU P2.2 Mod II is to modify the existing SOW to adjust the reporting requirements of the Damage Limits & Tolerances (DL&T), further define Diminishing Manufacturing Sources and Material Shortages (DMSMS) and Cyber Security languages, and clarify qualification test requirements; to ensure integration of mature design solutions that maximize readiness, improve reliability, and maximize capability of the H-1 aircraft. This effort will be procured in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C. 2304(c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1(a)(2), “Only one responsible source and no other supplies or services will satisfy agency requirements.” BTI is the original designer, developer, manufacturer, and system integrator of the AH-1Z and UH-1Y aircraft. BTI is the only known responsible source with the requisite knowledge, technical data, tooling and test equipment required to provide the supplies and services needed to meet the Government's requirements. Additionally, the Government does not currently own the technical data, nor possess the requisite license rights necessary to compete the efforts anticipated under this effort.
