The Naval Air Systems Command (NAVAIR), Patuxent River, MD intends to negotiate and issue a sole-source delivery order under Basic Ordering Agreement (BOA) N00019-20-G-0007 with Raytheon Technologies, Indianapolis. The contract performance period is anticipated to be two years. The order will procure the next phase of development for V-22 Ethernet Expansion Device (EED) hardware and Platform Data Service (PDS) software. EEDs will extend the aircraft Ethernet network to enable more systems to connect to the network, while the PDS will send appropriate aircraft data to systems that need it. This action is being awarded on a sole source basis to Raytheon Technologies in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304(c)(1), as implemented by FAR Part 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Raytheon Technologies possesses highly specialized knowledge, facilities and resources to provide V-22 system and software engineering. Raytheon will be leveraging their EED design from the Silent Knight Radar (SKR) program to implement the EED design into the MV-22. As the original software developer of the PDS, they have the unique knowledge and expertise to develop software changes to the PDS to support the aggressive development schedule of the Helmet Mounted Display (HMD)/Degraded Visual Environment (DVE) project. Raytheon Technologies is the only known source that has the prerequisite knowledge and expertise required to execute these efforts without unacceptable delays providing software to fulfill V-22 program requirements. The proposed contract action is for products and services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, any capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. For possible subcontracting opportunities, please contact Zach Phelps at zach.phelps@raytheon.com. Award is anticipated on or about July 2022.
