The Naval Air Systems Command (NAVAIRSYSCOM) intends to negotiate and award a Delivery Order under Basic Ordering Agreement (BOA) N00019-19-G-0031 to Collins Aerospace, 400 Collins Rd NE, Cedar Rapids, IA 52498, on an other than full and open competition basis. The contract will be for Software Support, Non-Recurring Engineering, and associated training to update and maintain the existing VH Common Avionics Architecture System (CAAS) in support of the Cockpit Upgrade Program (CUP). Collins Aerospace. is the only known source with the knowledge, experience, expertise, and the necessary proprietary technical data required to perform this effort. A sole source acquisition will be procured under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, “Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements.” THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.
