The Navy E-6B Program Office (PMA-271) is seeking to update both the Flight Management Computer (FMC) and the Display Electronics Units (DEU) which would include the relocation and partition of E-6B-unique software applications (including Orbit Improvement Software and 4-Engine Auto-Throttle display software) to another hardware host to support expedited integration of commercial cockpit components used in the E-6B aircraft. This sources sought is being used as a market research tool pursuant to Federal Acquisition Regulations (FAR) Part 10 to determine potential sources and their technical capabilities. Interested parties may identify their interest and capability to respond to this requirement no later than 11 July 2022. The result of this market research will contribute to determining the method of procurement. BACKGROUND The E-6B is integral to U.S. nuclear command, control, and communications (C3) system, and provides assured capability for U.S. nuclear force execution. The E-6B Flight Management Computer (FMC) and the Display Electronics Units (DEU) have memory and processing limitations which result in having a significant impact upon the effort to modernize E-6B navigation capabilities and requirements, particularly with respect to dependencies between display upgrades, navigation data base utilization and mission specific Orbital Improvement System (OIS) software. The offeror should also propose their plan to provide engineering, logistics, and repair support packages. INFORMATION REQUESTED NAVAIR expects to receive from each respondent an UNCLASSIFIED Full Response with their capability/concept summary, which contains a description of technical data defining the proposed DEU concept. The concept summary shall be written from a system solution perspective showing how the concept and development methodology could satisfy the following requirements: 3.1 Corporate Information a. Company's name and address. b. Company's point of contact including email address and phone number. c. Company's business size and list of North American Industry Classification System (NAICS) codes under which goods and services are provided. d. General corporate information. 3.2 Specific Sources Sought Information Requested a. Proposed approach to meet the Government's complete requirements described in paragraphs 1 and 2 above, to include ability to gain access to OEM proprietary data; b. A detailed list of anticipated end product physical and performance characteristics/ technical data; c. Rough Order of Magnitude (ROM) costs for Non-Recurring Engineering (NRE) to include design, development, test and integration; d. Potential teaming arrangements; and e.
