Naval Air Systems Command (NAVAIR) hereby issues the following synopsis for the PMA-271 “Take Charge and Move Out” (TACAMO) C-130J-30 studies and analysis efforts. This is a follow-up announcement to the Sources Sought N00019-22-RFPREQ-APM271-0088 previously posted on beta.SAM.gov on 19 April 2022. The Sources Sought announcement is now closed and all respondents have officially been provided letters. NAVAIR intends to negotiate and award a contract action to Lockheed Martin Aerospace for program management, technical support, engineering analysis, and NRE to demonstrate that the C-130J-30 air vehicle can support the TACAMO mission and determine what changes can be incorporated into the production line post the initial three (3) test aircraft. This effort will be procured in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C. 2304(c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1(a)(2), in that Lockheed Martin is the only known company possessing the requisite knowledge, technical expertise, special skills, technical data, and experience to complete the tasking that meets the Government’s requirement. This notice is for informational purposes only. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all capability statements received within thirty days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
