The Naval Air Systems Command (NAVAIR) intends to negotiate and award a sole source Delivery Order with Sikorsky Aircraft Corporation, a Lockheed Martin company (SAC) for the integration of Tactical Air Navigation (TACAN), AN/ARN-153 for the CH-53K. TACAN will be integrated into the Avionics System Integration Laboratory (AVSIL). This effort will include the systems engineering and program management activities that will be needed to fully and successfully perform this integration. The Delivery Order will be awarded via a Basic Ordering Agreement with SAC. SAC has been the designer and developer of the CH-53K®, and, accordingly, is the only known responsible firm with the requisite knowledge, technical data, capability, experience, special tooling, and test facilities necessary to fulfill the Government's requirements within the required timeframes herein. The authority permitting other than full and open competition is Title 10, U.S. Code 3204(a)(1), as instructed by the Federal Acquisition Regulation Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.
